1) What is the loading on the output. The device is rated for 50Mhz, however, the 100Mhz operation depends on the loading at the output and the acceptable duty cycle variation, and meeting the threshold levels of the receiver device.
2) yes, all pins have internal ESD protection.
3) no pullups are required as the outputs are push pull type.

Since the desired voltage range is 1.1- 3.3V, please consider using the SN74AXC8T245 which supports low voltage translation down to 0.65 to 3.6V. It supports high speed up to 380Mbps ( for 1.8V- 3.3V translation). however, this is not single supply. Is there a reason for interest in single supply? usually, single supply has TTL compatible inputs allowing for translation of 1.8V to 3.3V. 1.1V may not meet the threshold levels for translation.
