Tina-TI is a PSpice based simulator, and only works with standard PSpice models.

There is no PSpice model available for the SN74HC4060 from TI, so there's no way to directly simulate that part in Tina-TI.  The best option for testing analog devices that don't have a model is to build a prototype of your circuit using sample devices, available from https://tisamples.ti.com/order/tisamples/en/search/?text=sn74hc4060&searchType=Everything
