Yes, the LVC1T45 can be used to translate from 3.3V to 5V and can also be used to translate 5V to 3.3V as long as both those supplies are available in your system.

As for driving a 3m cable, you will have to confirm all the transmission line effects as well as the 50mA of drive strength this device has will be enough to drive the signal you desire.

After the end of the cable, the signal edges might be too slow for the LVC1T45's input, i.e., they might exceed the Δt/Δv limit. Consider using a device with a Schmitt-trigger input as the receiver, such as the SN74LVC1G17-EP (its input is overvoltage tolerant and can handle 5 V).

if I were to operate the device at 5V, what is the VT+? my FPGA drives this buffer and it is at logic level 3.3V. 4.5V is specified at 2.74 Max and 5.5V at 3.33V.

I meant to use the SN74LVC1T45-EP as the sender and the SN74LVC1G17-EP (with V_CC = 3.3 V) as the receiver.
