SN74LVC2G74-Q1: Vcc limits at which the device will be powered down and disable its outputs

The datasheet says V_CC = 0 V. In practice, it will be something like "< 0.5 V".

It should be noted that I_off applies only when V_CC is forced to GND, not when V_CC is floating, so in practice, V_CC will actually be at GND.
