Hola,

May I know that does the output / Y0~7 are belongs Hi-Z when SN74LV138A is no power？

The datasheet says:

These devices are fully specified for partial-power-down applications using I_off. The I_off circuitry disables the outputs, preventing damaging current backflow through the devices when they are powered down.

The maximum I_off current is specified as 5 µA, i.e., the outputs' impedance is at least 1 MΩ.

With no power the Y pins will be floating .
