SN74LVTH16245A: about hot removal and hot insertion

Yes, both the SN74LVTH16245A and the SN74LVTH2245 support hot insertion (and hot removal).

As for your last question, this FAQ might help: 

Looking at the SN74LVT574, it supports up to 150MHz, so these devices should be able to support those as well.
