We are debugging some apparent transient issues, as the F28335 has been fried on this board a number of times on this current project.
We already replaced the F28335 successfully once last week, but have needed to replace it again as the transient issue hadn't yet been resolved. The first time we replaced it, we were able to connect with JTAG and program the new chip.
Now, on our second attempt to reprogram the chip, the JTAG test passes - it can circulate bits. However, we cannot program the chip. The error we get is:
C28xx: Flash Programmer: Error encountered when writing to flash memory
C28xx: GEL: File: C:\Users\User\workspace_v5_4\program_name.out: Load failed.
Any ideas on a possible missing pin connection that could cause this error?

I guess you're following the correct JTAG connections ie from XDS to board.
Also go through: http://processors.wiki.ti.com/index.php/Troubleshooting_C2000_Debugger_Connection_Issues
PC to XDS seems fine here as JTAG test passes. So please look into the later stage.

No, reflowing the leads got us a different error message suggesting slowing the TCLK but that didn't work either. We had to abandon that effort and we're redesigning our circuit to avoid the damaging transients. We're also investing in the proper solder tips to easily replace the chip if we need to in the future, rather than desoldering pin-by-pin.
