CCS/TMS320F28027: (Error -1137 @ 0x6) Device is held in reset.

Tool/software: Code Composer Studio

I am facing this problem when using TMS320F28027. I have tried to replace the MCU but still the same problem. My PCB follows the reference design from TI. I pull the XRS pin to VDD 3.3V via 2K2 resistor but when i measure it, the voltage keep at zero.

Plz help!
