Hi,
I'm working on developing a board using the MCU TMS320F28027DAT. The schematic circuit is presented in the figure.
But when I tried to program it, using the XDS100v2, in CCS appears this error:
C28xx: Error connecting to the target: (Error -1015 @ 0x0) Device is not responding to the request.
Device may be locked, or the debug probe connection may be unreliable.
Unlock the device if possible (e.g. use wait in reset mode, and power-cycle the board). If error persists, confirm configuration and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 7.0.188.0)
All voltage levels are right, VDD and VDD2 ~ 1.92V.

I was able to program the MCU using C2Prog through the SCI port. (MCU is ok)
But I still need to use the XDS100v2 to debug.

I took a look at your schematic and the JTAG connection seems to be OK. I recommend taking a look at the appnote below - C2000 MCU JTAG Connectivity Debug and follow the debug flowchart:
