MSP430AFE253: MSP430AFE2xx issue connecting to an external oscillator

I'm currently trying to use the MSP430afe253 in one of my projects, and am having trouble putting any code onto the chip. I have tried to upload from Code Composer studio (with an example made for the AFE). Most of my BSL scripting advice has come from this thread (https://e2e.ti.com/support/microcontrollers/msp-low-power-microcontrollers-group/msp430/f/msp-low-power-microcontroller-forum/707729/msp430f449-synchronization-error-bsl) for reference. My issue is that I continue to get a synchronization error, and upon further inspection of the chip I've found that my external crystal oscillator is not operating. 

I've simplified my circuit down to only include power and ground connections, the oscillator circuit, and the pullup resistor and capacitor used in the MSP-TS430PW24 board for the /RST pin (schematic attached below). However, the oscillator still doesn't function. I've been careful to only send power to the analog voltage after DVCC has been turned on, but I am out of ideas. Any ideas on what I am doing wrong?
