We are putting together a board that will have a single MSP430F1111A and several c6678 DSPs. Can all of these chips be put on the same JTAG chain, or should the MSP430 be placed on a separate JTAG header?

AFAIK, the MSP JTAG implementation supports the pass-through JTAG command. So if the programming software for the C6678 does support it too, it could be possible. However, the MSP JTAG software does not support access to a chained MSP (at least as far as I know), so the MSP needs ot be the first in the chain. If it works at all.
AFAIK, nobody has tried this so far, at least not that I know of.
So you're a pioneer in this field.
