Does the RST pin of the MSP430 need to be driven by an external voltage supervisor or can it simply have a pull-up resistor to the 3.3V rail?

See this snippet from the User's Guide if using the RST Pin
If the RST pin is going to be unused we recommend:
You do not need a voltage supervisor.
