Can you explain your issue further? You connected a crystal to the controller, how have you connected the scope to check its frequency? Have you edited the software to utilize the external crystal and to output the clock to a pin? In that case, are you probing the pin to view the clock frequency?

Please check the image that what we connected in schematics. Checked with the scope by probing one end to the crystal and other end of probe to the ground.

Do i need to edit the software to utilize the external crystal? Yes, i'm checking for that frequency coming to controller or not and i would like to use that frequency as SMCLK and MCLK.

I (personally) have had little success probing a crystal circuit directly, since my probe invariably affects the oscillation.

I suggest trying Example msp430f665x_ucs_08.c which sets SMCLK=XT2 and puts it out on the P3.4 pin, which is pretty easy to probe:

It mentions a 16MHz crystal, but as near as I can tell the settings should work for a 19.6MHz crystal as well.
