iam trying to design a circuit with msp430fr5739.
Already I have a msp430g2553 based launchpad
Can I program my designed FR board with the launchpad? (The designed board not printed yet for testing)

No. You cannot use that Launchpad to load firmware into an FR5739 because that device is not in the same family as the G2553. The kit user guide explains this (SLAU318).
Either the MSP-EXP430F5529LP or MSP-EXP430FR5969 LaunchPads might be able to load and debug your firmware, but their user guides are not specific. Ask TI Sales to be sure.
I was surprised that I was unable to program an FR5949 with the FR5969 Launchpad (R1.6), even though the two are close siblings. (It didn't refuse, but it almost always malfunctioned.) I would hesitate to recommend it for the FR5739, which is more of a first cousin.
I would specifically suggest the F5529 Launchpad, which has programmed every chip I've asked it to. (I've heard there's also an F5529 MCU in there somewhere (:-)).)

FET part of FR5969 LP and F5529 LP is based on MSP430F5528 and use (almost) same hardware. Software is open source eZ-FET Lite, that support all MSP430 SBW devices. It is strange that you have problems with FR5949, but maybe it is related to older firmware version in FR5969 LP.

One more question, when Iam using a BSL how can I connect RST and TST in addition with data pins(RX TX)
Iam using MAX232 and DB9 connector for communication with PC.
can I get the circuit of DB9 with BSL
