When using CC2640, there is a UART over programming port. Does MSP430F2618 support UART output from MCU to PC through MSP430 USB-Debug interface?

Any LaunchPad can be work. You just use it as UART to USB tool.
You just use the TXD and RXD point to MCU ' UART interface as below:
