MSP430F4132 and MSP-FET430UIF interface issue

Dear TI,

we are developing a product for which we are using MSP430F4132.we have designed the layout for a 4-wire interface according to the document http://focus.ti.com/lit/ug/slau278e/slau278e.pdf.

while using code composer studio V4 version 4.1.3 to download code initially it worked only for once then out of 50 tries 1times it works.rest of the time It shows "Error connecting target(could not find device)" after a few retry later it never works.at every download it shows"Error connecting target(could not find device).

we have made the connections a per the image below.
