The msp430f5418a specification states that the clock of the system can work normally when the power supply voltage of 12m frequency crystal oscillator is 1.8V; now when 25m crystal oscillator is used, the power supply voltage must be above 3.5V to work normally. What's the reason?

You can consider the CPU is a load with impedance. The higher frequency will increase the impedance which causes higher voltage drop.
So you need higher voltage to drive the load and make sure the correct 0/1 logic.
