MSP430FR59941: Can not enter BSL I2C mode when Vcc is 2.2 V

Hi, 

In the MSP430FR59941 datasheet, it said MCU can run at 2.2V or 3.3V.

But my customer set Vcc to 2.2V  and it can not enter BSL mode to download program  via I2C by external main chip.

After testing, if VCC set to 2.9V~3.3V, it can enter BSL mode to download program.

If VCC is under 2.8V, it can not enter BSL mode to download program.

Please help to check if MSP430FR59941 can enter BSL I2C mode when Vcc is 2.2V.
