We are using DRV8837CDSGR in our Camera project to control the IR CUT Driver On/OFF. SoC Qualcomm QCM6490 is controlling it but the issue is SoC IO level is working on 1.8V only so is it safe to operate VCC of DRV8837CDSGR at 1.8V?

Yes, this should wor, though I would be worried about any voltage dip under load conditions if the voltage dropped below the undervoltage condition.
I recommend you consider the DRV8212 or DRV8212P - its minimum VM voltage is 1.65V, has higher current capability, and it is the same size or smaller than DRV8837 depending on the package you pick.
