Addendum:
Loop: Speed Loop
The phenomenon is as follows:
Set MAX_SPEED to 3500RPM, assuming the maximum speed reaches 4000RPM at 9V
So changing the voltage from 9 to 16V will not change the speed.
But if MAX_SPEED is set to 4500RPM,
So at 9V, the speed will become 4000RPM, but the speed between 9.5V and 16V will remain unchanged at 4500RPM.
Is this a normal phenomenon?
Hi Chaunlin,
You are correct, use SPEED LOOP if we need speed control or use the CURRENT MODE if the current LIMIT is achievable for 9V.
So, when Voltage increases above 9V, the current limit will regulate to set current (instructed % command), and speed will not change.
You can check PERI_CONFIG register for closed Loop mode.

Hi Chaunlin,
If this is working you can close this thread ?
