Which difference are your referring to?
Generally speaking, datasheet only covers the typical application schematic, while for WEBench, you can input your requirements, like input voltage, output voltage, output current, temperature to get a specific schematic and see the simulation results.

Can the position of Cout change?

The place of Cout does not change. The figure you showed is the same as that in the datahseet.
As you can see, Cout always links between Output and GND.
