What is the difference between LP3982ILD-3.3/NOPB and LP3982ILDX-3.3/NOPB devices beside of package quantity?

Are the other technical characteristics the same for both devices?

There is no difference, except the reel size for the qty that you can order:

They are the same device, there should be no difference in their Technical Characteristics.
