TPS51200: When does TPS51200 start PGOOD_Low?

Hi,

For power-up on TPS51200, when supplied 3.3V_power on VIN pin and NO power on VLDOIN pin, PGOOD has already output Low.  Is it correct?  I want to confirm the Low_output timing of PGOOD pin during power-up.

    Per Figures 19 and 20 of the datasheet, the default state of PGOOD is low:

    The wording of "goes high when the VO output is within ±20% of REFOUT" also requires REFOUT to be some non-zero voltage, 2ms after which PGOOD will stop pulling down.
