Thanks for highlighting the equation. There is a typo. The correct equation will be -
IPeak = 466uA + (13.54uA/Kohm )* RCS
The peak current will be around 0.5mA if you short it. It will increase with the resistor and max it can go upto 19mA (it will saturate at that point.).

This makes sense now. My other question is: Do I have to connect a resistor to this pin if I don't need the clean start feature?

Peak current will be maximum for open condition. You don't need any resistor if you don't need clean start feature.
