TPS61096A: Some question about the input voltage of Level shifter

Hi TI Teams,

One of our customer feedback that when the input voltage of LVI1 and LVI2 was 1.8V(Vin range from 3.0V to 4.2V, typ. 4.0V), the level shifter was working well. However, according to the datasheet of TPS61096A, the level shifter will work only when the high level of the input signal of LVI1 and LVI2 needs to be greater than 0.8*Vin. Can you help to confirm the input voltage range of the LVI1 and LVI2 when the Level shifter is working normally.

They are wondering if there is a problem with the circuit design that causing this to happen. The schematic was shown as below:
