TLC5943: TLC5943 constant current vs modulated

I was wondering if the output of TLC5943 is constant current (can the part be run at 100% duty cycle with no modulation at output assuming that blank never goes low and GSCLK is 65535)

    I guess you have a typo here. You should hold the BLANK pin low to make the channel output controlled by the Grayscale PWM timing controller.

    If you set GS Data to 65535(maximum), you will have an almost 100% duty cycle ON output except for one GSCLK OFF at the end of 65536 GSCLK. 

    You can refer to Page 18 of the datasheet.
