Suggested double power supply design

You can do that design with a bridge rectifier and a flyback converter.

These reference designs are actually evaluation modules and you can order them to evaluate.  It may be worth while for you to order one of these EVMs to evaluate on a 400 Hz 115V AC line.  It will work fine.
