LM27341: Inconsistent Startup Behavior

I am using a LM27341MY/NOPB in a design to take a 12V input to +5V out.  

The output seems to be inconsistent (seems related to start up), its very inconsistent but I would say 1/5 power ups the output goes to +5V as expected.  The other 4 times it will have a steady state output of approximately 0.7V.  I have attached two captures that illustrate the "expected" startup and a capture in which it does not start up properly.  I have also attached a snippet of my schematic.

    Hi Jacob,

    Could you try to increase min load from 5mA to 35mA. That means change R13 from 1k to ~140ohm. The datasheet Fig 29 is not very accurate. The min load current required is higher than those values.
