Yes of course, here is the part of schematic I used, solding S3 jumper ( this is a bord with 3 TLC59208F driving 6 RGB leds )

I precise that boards and components are working well when using GND or VCC to set Adresses

1. Could you specify the symptom of "not working"?
2. Could you check if there is an I2C address conflict when you choose A0 = GND, A1 = VCC, A2 = SCL? 
3. Could you check if the TLC59208F sends an ACK as expected in the below condition?

Thank you for your answer, 

1. By not working I mean that I cannot switch ON LEDs driven by the component, while I can when I use GND and VCC to Adress it.

For points 2 & 3, I will check and come back to you but you're right I should have check this before,

I only try to drive all possibles component adresses with a loop to check if I made a mistake when reading datasheet but it does not light LEDs
