I would like to confirm if TPS23751 is fine for 12Vin to 12Vout/18W flyback in CCM.

Yes, TPS23751 can be configured as flyback. For 12V/25W design you can check PMP11254 (www.ti.com/.../PMP11254)

If you want to have sync FET at the secondary side, you can refer the secondary side of PMP22806 (https://www.ti.com/tool/PMP22806). The sync FET circuit is in the DNP parts.
