My customer is using TLV62065, and they wonder can the output voltage be 0.6V (R1=0)?
If can't, could you please explain why?

Yes, it should work but instead of R1 = 0 you should use very low value and R2 as very high value, otherwise you cannot use feedforward capacitor which helps to regulate the output voltage during load transients.
I would recommend to go with TPS62825(TPS62825 data sheet, product information and support | TI.com) if the customer wants 0.6V output voltage.
