TPS65988DKEVM: Port A's VBUS cycles from 5-0V

Hi Team,

I am attempting source 5V, 9V, 15V, 20V at 3A through ports A and B. Port B works for all the aforementioned values when a device is connected. However, when connecting a device to Port A, LED D28 starts blinking and the VBUS cycles from 5V down to 0V and back up again. I'll include my project file that is causing this result.
