Dear Experts,
I am looking for an IC that has got the same features of UCC23513, but with 2 channels. I am using this IC as an alternative for optocouplers to shift 5V to 15V and provide isolation. I don't have any requirement of disable/enable or dead band control.

We don't have a dual channel part with optical-compatible inputs.
We do have a dual-channel part, https://www.ti.com/product/UCC21551-Q1 that may be interesting.
Otherwise, you will need to use two UCC23513 devices for your two channels.

In the data sheet of UCC21551, I see there is a capacitor CBOOT and CVDD that is recommended. As my requirement is only to shift the voltages (3.3V to 15V), is it mandatory to use those capacitors? Actually there are separate gate drivers cards to drive the IGBTs.

Yes, a gate driver can convert a 3.3V logic signal into a 15V logic signal. However, they cannot supply their peak amp rating continuously. They will burn out if the output current is consistently too high.
