Those oscillations during the startup ramp is normal as the device starts in PFM and the internal reference is gradually ramped up. This typically doesn't affect the application as you don't see this in steady state.
Adding more load current can help reduce the ripple voltage during the startup ramp. A larger inductor may also be useful.
