TPS61046: What is optimal R2 value for various Vout of TPS61046?

My project requirement is to get different voltage levels (Vout=5V-20V) from the booter (with Vin=3.3V) based on other input conditions, I plan to do it by a resister network of R1.

Take Figure 11 from the datasheet,  I will change R1 to get the voltage levels I want by using analog switches for switching the resistor network of R1. so I expect a fixed R2 value for all Vout levels. 

The datasheet said: "the current flowing through R2 is at least 100 times larger than the FB pin leakage current", which means larger than 20uA (FB leakage is 200nA),  However, Figure11 shows R2 selected is 71.5K, which makes the current flowing through R2 is 11.2uA only.   I know the booster may still be working.

My questions are:   

1. Is it OK to set a fixed R2 value (and a fixed value inductor) for different Vout levels?  if yes,  what are the optimal R2 value and the optimal value of the inductor?

2. In the case of Vin=3.3V, Vout=20V,  considering it is a BGA package,  what is the possible estimated current output capability?
