They are floating metal but you can ground them in PCB layout as noted in the pin description:

The surface area of the exposed metal is what they are looking for. They do plan to ground but need to document floating metal that isn't grounded internally in the IC.

Grounding the pins would remove all the floating metal
Also of note there is a difference to us between internal and external metal here.
The pins aren't connected inside the package so a definition of internal floating metal would be required.

I think they're meaning to say that they need to document metal that was originally floating, even though they do plan to ground it.

To what level of accuracy is needed in the measurement?
Most of what they would need is listed in the package measurement:
I think height is all that would be reasonably required additionally and we specify the maximum height as 1 mm on our website:
There is of course quite a bit of tolerance including angle which is going to vary things a bit.
