TPS65140 VO3 output voltage minimum?

See my schematic below.  I have a VIN of 5V and I am trying to get VO3 of 15V.  I have the R5/R6 combination of 432k/38.3k respectively.  Per this change I only get 17V on the output.  Are there any other techniques I should use?  I am currently using the voltage tripler mode.

    If the positive charge pump operates in tripler mode the minimum output voltage on VO3 would be VO3 = 2x VO1 - 2x VD - 2x I_OUT (r_DS(on)Q5+r_DS(on)Q3+r_DS(on)Q4. In your case this is presumably limited to 17 V.
    To make sure that the current control for the charge pumps works, you need to reconfigure your schematic in doubler mode.
    (remove C19 and connect C2-/MODE pin to GND)
