TLC59284 / output current vs output voltage

Hi,

Please let me ask about graph of output current vs output voltage. I understand that this graph means the required voltage on OUTn pins to sink desired current. But I do not understand the test circuit. Is it applied voltage to OUTn pin directly? Then what does mean "VOUTn=0.8V"?
