I followed the original circuit and change to my parameters but I do not know why my VOUT VFB is the same value at 600mV.

The VFB voltage level should always be 600 mV. That is how the converter is designed. The output voltage is set by your R8 and R7 voltage divider so that

Vout = 600mV * ( 1 + R8/R7)
