LM3481: Wide input 19..375VDC with LM3481, REF PMP10098

HI 

I have a wide input design requirement, want to reference as PMP10098 DEMO board,

I have a question about power start-up, attach file is SCH

If input=19V，Q3  could not work, How the energy pass through the Q1 to start up?

If input=375V, the bias current only 6V/40.2k=0.15mA, is enough to start-up?
