from lp5951 datasheet, psi=1.3degC/W for SC70 package and 11degC/W fro SOT23 version.
can you conform psi metric for SC70 is correct ? i would assume it is 13 in place of 1.3.

The Thermal Information table metrics for both the SC70 and SOT23 packages of LP5951 are consistent with our thermal models. These metrics are modeled on a JEDEC Hi-K board. The following Application Report provides additional information on these metrics and assumptions made:
