BQ24650 application circuit as below.
Electronic load connect to output, electronic load mode is set to power mode when power greater than 0.5 W, BQ24650 output are powered down until the electronic load set up as the voltage mode (Analog Switch/Multiplexer (less than or equal to 5V) charge of a battery) is about 85% efficiency.
Bq24650 charging module is followed by the need for lithium ion battery and parallel the second DC/DC power circuit.

I'm a bit confused by your question. You want your DC/DC load and battery in parallel while the BQ24650 is disabled?

I want to use BQ24650 to power supply the DC/DC and charge the battery. the DC/DC and battery are in parallel. Is this feasible?

Hey Star,
This should be fine as long as your DC/DC can operate from the full battery voltage range.
Keep in mind that the battery and the DC/DC load will share the charging current, with the DC/DC taking priority, sinking current from the battery is need be. This may also impact the ability of the charger to terminate if the current drawn is larger than the termination current threshold.
