LMR23625-Q1: What are the output voltage/load current limits to maintain FPWM?

When you state "at low output" are we talking about low output current or voltage?
May you please provide the following information:

• Application requirements? Conditions? Vin, Vout, Iout?
• Circuit schematic to ensure it is properly designed
• Is the device being synchronized to an external clock?

One of the package types (device) goes into Light Load Operation (Section 8.4.4) at light current loads which therefore reduces the switching frequency to maintain regulation.

It seems that you are missing one extra code letter for the device marking. Please double check the marking on the device and provide the information.

I reviewed the schematic and it looks okay. At what output does the device begin to change in frequency?

The device marking does not pop up on my search tool. I have reached out to our Product Engineers for more information. They might have different tools to search up the device. But, I would like to point out that I do not believe the device has been mislabeled.
