TPS2561DRCEVM-424: TPS2561 Fault behavior not as advertised

The Fault outputs on the TPS2561 do not appear to work as advertised. During an overcurrent condition sufficient to cause about a 1.4 volt drop across the device (measured from TP1 to TP12 (TPS2561 pins 2+3 to TPS2561 pin 9), there is no fault condition generated. The ILIM resistor is set to about 27K which yields a current limit of approximately 1.99 amps. With an input supply of about 4.7 volts, and an output load of about 1.66 ohms, I see 3.3 volts at the output connector J4, but Fault stays high. 

A momentary dead short across J4 will trip the Fault output, and then a 2 ohm load will maintain the fault condition with about .6 volts dropped across the device. 

Is this the expected behavior, because I don't get that idea from the data sheet?
