Does TLV707115DQNR can work with VIN at 1.8V ?
The minimum VIN show in the datasheet is 2V, but it is for all output range device.
I think it maybe accept 1.8VIN for 1.15Vout version.

Yes, I would agree. If you look at the Dropout vs Output current graph, it suggests that the dropout is around 275mV at a load current of 200mA. At 1.8V Vin and 1.15V Vout, you are operating at an Input-Output differential of 650mV, so the device would regulate just fine.

Just to follow up, the dropout vs output current graph I mentioned was at specific output voltages (2.8V, 5V). In the Datasheet, Fig 54, there is a Vin Ramp up , Ramp down vs time plot, which indicates that the device only just about turns on at Vin 1.8V for Vout of 1.2V. This does not mean that every device will turn on, since it is at the edge and there is very little margin. It is best to operate at recommended operating conditions (Vin = Vout + 2V) to obtain guaranteed performance.

Just wanted to point out a typo in my last post, I meant to say it is best to operate at recommended operating conditions (Vin = 2V, not Vin = Vout + 2V) for your test conditions (Vout = 1.15V, ILOAD = 200mA).
