The percentages refer to VTS/VOUT, where VTS is the voltage at the TSBUS or TSBAT pin, and VOUT is the pull-up rail voltage for the TS resistor divider network. Please refer to Section 8.3.8 in the datasheet ("Device Internal Thermal Shutdown, TSBUS, and TSBAT Temperature Monitoring"). The physical meaning of this percentage in terms of °C depends on your NTC thermistor's resistance across temperature.

Which datasheet are you referring? BQ25970 SLUSD72B does not seem to have such data.
