I am doing doing updates to a project that uses the TMS320C5517. Previously I was using CCS5.5 with DSP/BIOS.
I saw that it is recommended to move from DSP/BIOS to SYS/BIOS.
1. What version of SYS/BIOS is recommended for this chip?
2. Can I use CCS12 for development?

According to the release notes of CSL 03.08.00 (https://software-dl.ti.com/dsps/dsps_public_sw/dsps_swops_houston/C55X/latest/exports/C55XCSL-LOWPOWER-3.08.01_Release_Notes.txt)
The C55xx CSL 03.08.00 dependencies are:
DSP/BIOS 5.42.00.07 and DSP/BIOS 5.42.02.10 CCS 7.3 or later CGT for C5500 4.4.1 XDCTools 3.24.05.48 XDAIS 7.24.00.04 AERLIB for C55x CPU Rev 3.3 17.00.00.00 VOLIB for C55x CPU Rev 3.3 2.01.00.01
I do not think the SYS/BIOS supports C55x.
As of the CCS, the C55x Code Generation Tool (CGT) is not included in the CCS release after 7.3.0.
However, you can still use the latest CCS releases like 12.1.0, but you have to download and install
the CGT for C5500 4.4.1 (Code Generation Tools for Texas Instruments Processors : Downloads) inside the CCS
