1.      The hyperlink enables connecting two 6678 devices in a transparent way, so the two devices use the same (single) DDR and thus the combined device (two 6678) has 16 DSP cores
2.  For the second point, my guess is that the paper meant the following. Looking at the architecture of C66 core, each DSP core has two sides that can be completely independent. Each side has four functional units (M, S D and L) , so this is the equivalency to 2 “Cuda Cores”

Does it make sense?

I do not know about a third party that sells two 6678 connected. There might be though.

There are third parties who sell 3 devices board.  66AKH12 that has 8 DSP cores and 4 A15 and has two Hyperlink ports, connected to two 6678 devices to get 24 DSP cores together.
