For TMS320C6455 want to bypass the HAL layer and want to do the configuration below,
Specifically, the following configuration is desired.
CPU core PLL set to 750MHz from a 60MHz oscillator.
Timer0 set to increment on a 100uS interrupt.
EMIF and XBUS configurations – can send
IO – UART and digital – can send
Can you point me out to the specific configuration tools if any.

Sorry the c6455 family is one of our legacy devices - there is no software/examples beyond what you may find on the device product folder.
The support limitations are highlighted on the product folder.
If your customer has older code in CCS3x, they may find the following application note helpful for CCS migration
