The question is a little misleading. In AWR2944 we support real-only receive, not full complex. However, both the positive and negative frequencies are real, so you will measure the same SNR if you look at positive or negative spectrum. Anyway, it shouldn't impact your calculations, you can use the NF as stated in the DS.

It says AWR2243's NF is based on complex mode. In real mode, the NF will be 3dB worse.
AWR2944's 13dB NF is based on real mode, so we should not add 3dB to it in our link budget calculation, correct?

The front end of the AWR2944 is not the same as the AWR2243. The noise figure published in the datasheet is for real mode so there is no need to add 3dB.
